Precision Federal is pursuing opportunities at the DoD Chief Digital and AI Office across TradeWind marketplace engagements, Task Force Lima-descended generative AI scope, Maven-adjacent subcontracting, AI Rapid Capabilities Cell task orders, and CDAO-sponsored SBIR. The CDAO, stood up in June 2022 and reporting directly to the Deputy Secretary of Defense, is the most consequential single AI office in the U.S. federal government. It absorbed the Joint Artificial Intelligence Center (JAIC), Defense Digital Service (DDS), and Advana, and now owns the DoD's enterprise AI strategy, data strategy, digital talent strategy, and a growing portfolio of operational AI capability.

The Lima lineage is still the clearest marker for "CDAO wants generative AI capability here."

Maven-adjacent scope — sensor fusion ML, common-operating-picture data engineering, decision-aid LLM tooling, audit logging — is a recurring theme in CDAO solicitations and prime subcontracting demand.
We do not propose to replicate Maven. We position as an AI/ML specialty subcontractor on narrow, defensible scopes inside Maven-adjacent programs: sensor-fusion ML models, data engineering for the common operating picture, LLM-backed analyst tooling, and the audit and provenance layer that makes any of this trustworthy in command environments.
TradeWind marketplace
Streamlined acquisition
TradeWind is CDAO's procurement marketplace, engineered to shorten the acquisition cycle for DoD AI, data, and analytics capability. Vendors can submit solutions, be added to the marketplace, and be drawn into specific task orders without traversing a full standalone solicitation.
Evaluator access
TradeWind gives DoD buyers a curated pool of vendors mapped to specific capability areas. For a small, SAM-registered AI firm with founder federal delivery experience, it is one of the highest-leverage channels into enterprise DoD AI work.
Our positioning
We target TradeWind as both prime for smaller task orders and subcontractor to larger marketplace vendors for scope that exceeds small-business carry capacity. Our federal ATO record, agentic AI depth, and Kaggle Top 200 modeling pedigree form the narrative we carry into evaluator conversations.
AI Rapid Capabilities Cell
The AI Rapid Capabilities Cell (AI RCC) is CDAO's accelerator for fielding mature generative AI capability across the department, with an explicit mandate to compress delivery time from capability request to operational deployment. It is a natural landing zone for prototypes that graduate out of Task Force Lima-era experimentation or other generative AI pilots. The Advana platform is CDAO's enterprise data analytics environment, ingesting data from across the department to power analytic and AI workloads. Our Data Engineering practice is built for this: lakehouse architectures, governed analytics, reproducible pipelines, multi-classification handling.
Responsible AI and assurance
CDAO owns the DoD's Responsible AI Strategy and Implementation Pathway, plus the evolving assurance and risk-management frameworks that every deployed AI capability must satisfy. Our engineering discipline — NIST 800-53 control mapping, audit logging, prompt-injection hardening, adversarial robustness testing, reproducible training pipelines — is explicitly engineered to satisfy CDAO RAI requirements from day one, not retrofitted at the end of a build.
