SBIR/STTR: the near-term revenue engine
SBIR and STTR are the contract vehicles where a first-year federal small business with production AI capability can win real money on merit, without past-performance gating or years of BD overhead. Precision Federal's 2026 plan concentrates here.
- Phase I — Feasibility contracts, roughly $75K-$300K depending on agency. 6-12 months. We prime these and can team as a sub on partner Phase I proposals where the AI/ML scope is the bottleneck.
- Phase II — Development contracts, roughly $600K-$2M. 18-24 months. Prototype through pilot.
- Phase III — Commercialization awards for work derived from Phase I/II. Sole-source authority, unlimited size. This is the revenue tail that matters.

How primes use us against subcontracting goals
FAR 52.219-9 requires large primes on contracts above the threshold to submit a Small Business Subcontracting Plan with measurable goals for small business and minority-owned small business participation. Adding Precision Federal to your team counts toward both categories simultaneously, with actual AI/ML scope rather than pass-through.
- Small business dollars — All work routed to us counts toward SB subcontracting goals.

- Real scope, not fronting — We carry substantive AI/ML workshare. Fronting is illegal and we will not participate.
OTA consortia and non-FAR paths
Other Transaction Authority (OTA) consortia are the faster, more flexible acquisition path DoD and other agencies use for prototypes and follow-on production. We are joining the consortia aligned with our AI, autonomy, and data platform capabilities. Consortium membership does not count as a vehicle we prime under yet; it's a pool from which we team on calls.
GSA Schedule (planned, not awarded)
A GSA Multiple Award Schedule (MAS) contract under IT Category 54151S is on our 2026 roadmap. We are not on GSA Schedule today. We will not advertise rates, SINs, or schedule numbers until the award is in hand. Any contracting officer seeking an immediate GSA-awarded vendor should know this upfront.
