Why this company exists
Federal AI has a delivery problem. Too many programs spend a year on requirements, another six months on architecture diagrams, and arrive at a pilot that never leaves a SharePoint folder. The technology isn't the constraint anymore. The constraint is the distance between a government problem and production software that users actually touch.
Precision Delivery Federal LLC exists to close that distance. We build production federal AI — models that go live, pipelines that process real data under real load, interfaces that federal employees actually open on a Tuesday morning. Not prototypes. Not demos. Software that moves the mission.
We are deliberately small because small teams ship. One decision-maker. One engineering line. No handoffs between pre-sales and delivery, no "solution architect" layer inserted for billable hours, no translation tax between the person who wrote the proposal and the person who ships the code.
Founder: Bo Peng
Precision Federal is founder-led by Bo Peng. The company's technical depth is his background:
- 15 years of engineering across data science, ML, and full-stack application work.
- Three federal consulting firm tours, spanning civilian health, defense-adjacent work, and cross-agency data platforms.
- Production ML at SAMHSA — the federal agency handling U.S. behavioral health data. Real production models serving real policy decisions, not a demo notebook.
- Kaggle Top 200 worldwide out of millions of data scientists. Public, verifiable ranking.
- Full-stack builder — Python, TypeScript, React, FastAPI, PostgreSQL, AWS. The same person writes the model, the API, the UI, and the deploy config.
- Educator — 400 students across 15 classes in 2025 alone. Teaching forces clarity; clarity makes better software.
Bo's working philosophy is short: understand the problem in the user's words, cut it to the smallest system that moves the needle, ship it, measure it, iterate. The ratio of code written to slides produced stays lopsided in code's favor.
How we operate
- Lean team. Work is done by senior engineers, not layered through a pyramid. If you're paying for a week of effort, you're getting a week of senior-engineer effort.
- No handoffs. The person who scopes the work writes the code. Institutional memory doesn't leak between phases because there are no phase-to-phase handoffs.
- Ship > deck. Where other firms produce quarterly status presentations, we produce working software. Status is what the software does this week that it couldn't do last week.
- Security as a foundation, not a checkbox. Authentication, secret handling, least-privilege IAM, and log hygiene are built in from day one — not bolted on after a pen test.
- Honest scope. We will tell you what we can do in your timeline and what we can't. False confidence wastes government money and we won't trade it for a signature.

Our values
- Honesty over sales-speak. If we can't do it, we say so. If we can, we tell you exactly how and for how much. We won't pad capability statements with aspirational credentials.
- Production over prototype. A working system in staging beats a beautiful diagram every time. Our definition of "done" includes deployed, monitored, and usable.
- Security as foundation. We work with federal data. Security posture is part of the engineering, not a later ticket.
- Speed, because taxpayer dollars have a half-life. Slow delivery is its own form of waste.
- Faith-informed integrity. The founder is a Christian. That shows up as straight-dealing, keeping commitments, and treating government counterparts with respect — not as a pulpit. Precision Federal is a technology firm, not a religious venture.
Where we're located
Precision Federal's principal office is in Ames, Iowa — home of Iowa State University, a Carnegie R1 research institution with strong engineering and ag-data programs. The location gives us a low operating-cost base (which means more proposal dollars go to delivery, not rent) and access to a serious regional engineering talent pool.
Note on a coincidence: Ames, Iowa shares a name with NASA Ames Research Center in California. They are unrelated. Our Ames is the one with Cyclone football and the corn.
What we do (and don't) do
Clarity saves everyone time. Here's where we fit and where we don't.
| We do | We don't |
|---|---|
| Production AI/ML for federal agencies | PowerPoint-only strategy engagements |
| Agentic systems, RAG, custom model work | Cold-email-as-a-service / marketing agency work |
| Data platforms on AWS GovCloud / commercial AWS | Pass-through small business fronting |
| SBIR Phase I, II, III as prime or sub | Claim clearances or certifications we don't hold |
| Prime subcontracting with substantive scope | Unlimited-exclusivity teaming arrangements |
| Full-stack app development (FastAPI, React, Postgres) | Staff augmentation without engineering ownership |
What good engagement looks like
The best engagements we run share a shape:
- A real federal problem, framed in sentences, not buzzwords.
- A technical counterpart inside the agency or prime who knows the data and the users.
- A scope small enough to ship in weeks, with room for follow-on.
- Clear success metrics — what improves, for which users, by how much.
- Authority to actually deploy what gets built, not a "pilot that dies in review."

The short version
Small firm, senior engineering, federal-registered, SBIR-active, Iowa-based. Founder who's shipped federal ML for real users. No inflated credentials, no subcontracting fronts, no slide-first culture. If you want a partner that writes working code against a real mission, we're built for that.
