What we are, first
Precision Federal is an SBIR and STTR shop. That is where the firm was built and it is still the core of the work: competed research and development awards for the Department of War, NASA, and civilian agencies, delivered as production software rather than a study. We hold CAGE 1AYQ0, we are active in SAM.gov, and we are JCP / DD-2345 certified.
Everything below is the same engineering, reached through a different door.
1 · SBIR and STTR — prime
We compete Phase I, Phase II, and Direct-to-Phase-II across DoW components, NASA, DOE, DOT, and other participating agencies. On STTR we partner with university research institutions and carry the required research-institution share. Every proposal we submit is backed by a working prototype built before we ask for a dollar.
2 · SBIR and STTR — as your partner
If you hold an SBIR or STTR award and need engineering depth, we take a defined scope as a subcontractor. If you are a research institution looking for an STTR small-business partner, that is a conversation we welcome.
3 · As a subcontractor on your federal prime contract
You hold the prime and need AI, ML, data engineering, or cloud work delivered against a statement of work. We work inside your process, schedule, and reporting cadence. Teaming agreements before award and subcontracts after it are both familiar ground. We do not require exclusivity to be added to a bid, and we will tell you plainly when a scope is outside what we should take.
4 · Direct to a federal agency
Competed acquisitions, simplified acquisition and micro-purchase work, and task orders. Not every federal engagement is a research award, and most of what we build is production software.
5 · State and local government
State agencies, counties, cities, and cooperative purchasing. Data platforms, analytics, systems integration, and modernization. We register in state vendor systems under the data-processing and IT-consulting commodity codes and respond to open solicitations. Being outside your state is rarely a barrier; where a local preference applies, we say so early.
6 · Commercial engagements
Companies buying AI, data engineering, cloud, or full-stack delivery. Fixed-price scopes with testable acceptance criteria, or time-and-materials where discovery genuinely comes first. The same discipline we bring to a federal deliverable applies: a reproducible evaluation, provenance on the data, and documentation a successor engineer can use.

- Cloud architecture and migration, including regulated and air-gapped environments
- Full-stack applications and APIs over the data you already hold
- Modernization of systems that work but can no longer be changed safely
How an engagement starts
One email describing the problem. We reply with what we would need to see, what we think it takes, and whether we are the right firm for it. If we are not, we say so. There is no discovery call requirement and no sales sequence.
The team
We are a small firm with a standing bench of named engineers, licensed professional engineers, and domain specialists across defense, health, energy, transportation, and public-sector data. Specialists are brought onto an engagement by domain, named with their consent, and engaged when work funds. You always know who is doing the work before it starts.
