GSA's non-IT professional services vehicle with dedicated small business lanes, modernized ordering, and ceilings that cover multi-year AI delivery. Precision Federal competes for AI task orders as a specialist subcontractor to OASIS+ primes.

OASIS+ is the General Services Administration's production-grade (BIC) multi-agency IDIQ for professional services. It replaced the original OASIS contract in 2024 and is the preferred vehicle through 2033 for management consulting, engineering, scientific, research and development, financial, logistics, and related professional work. When a federal program office needs expert AI advisory, applied AI engineering, or an AI-enabled professional services team, OASIS+ is the path that skips the slow general-purpose acquisition process.

Unlike an IT-specific GWAC such as SEWP or CIO-SP4, OASIS+ is scoped to professional services. AI work fits naturally because most federal AI engagements are services-led: technical advisory on AI strategy, applied ML engineering, AI-enabled mission support, data science, responsible AI evaluation, operational AI deployment. OASIS+ covers the full services side; product purchases route through other vehicles.

OASIS+ structure

OASIS+ is organized into domain pools, each aligned to a federal professional services area. The domains most relevant to AI work:

  • Management Consulting — strategy, transformation, AI governance advisory, organizational design for AI adoption.
  • Engineering Services — applied engineering including AI system delivery, systems engineering, data engineering, mission engineering.
  • R&D Services — applied research, technology maturation, prototype engineering including AI/ML research and experimentation.
  • Scientific Services — technical analysis and evaluation, including AI model validation and scientific computing.
  • Logistics Services — AI-enabled supply chain, predictive maintenance, logistics optimization.

Each domain has both an Unrestricted pool (all qualified firms) and dedicated Small Business pools (small business set-asides within the same domain). The small business pools further subdivide into 8(a), HUBZone, WOSB, SDVOSB, and total small business — mirroring the SBA socioeconomic programs.

How Precision Federal plugs in

Precision Federal is a specialist AI small business. We are not currently an OASIS+ prime holder. Our engagement model with OASIS+ follows the standard small-business subcontractor path:

  1. Prime identification. We identify OASIS+ primes (both unrestricted and small business) whose task order pipeline aligns with our AI capabilities and whose small business subcontracting plan has room for a specialist partner.
  2. Capability brief. We provide the prime with a tailored capability statement, past performance anchored on the SAMHSA production ML engagement, and a proposed technical approach for the specific task order opportunity.
  3. Teaming agreement. Before the prime responds to a task order RFP, we execute a teaming agreement defining scope, roles, pricing, and small business subcontract terms.
  4. Task order execution. On award, we deliver the AI technical scope under the prime's program management umbrella. The prime retains the contract and program reporting responsibility; we own the technical delivery.

The OASIS+ task orders where an AI-specialist small business like Precision Federal adds the most value:

  • AI advisory and strategy engagements where the prime lacks deep AI bench strength.
  • Applied AI/ML engineering task orders requiring production delivery rather than white papers.
  • R&D prototype task orders for agency innovation offices — the CDAO, DoD service innovation units, civilian chief data officers, and CIOs piloting AI capabilities.
  • Responsible AI evaluation — bias testing, red-teaming, NIST AI RMF implementation — where external, specialist labor is more credible than in-house.
  • Data science augmentation on larger program teams where the prime needs Kaggle-caliber modeling talent for a defined scope.

When OASIS+ is the right vehicle vs alternatives

OASIS+ is right when the work is:

  • Services-led, not product procurement.
  • Non-IT focused — if the task order is dominated by IT products or IT professional services, CIO-SP4, SEWP, or Alliant 2 is a better fit.
  • Expected to run as a defined-scope task order under an existing IDIQ, rather than a custom BAA or OTA.
  • Routed through an agency that is already an OASIS+ user — Treasury, DoD components, HHS, DHS, and many civilian agencies use OASIS+ heavily.
