How this role works
- You join the bench. We name you (with a short bio) on proposals that match this role, always asking you first. Consent costs you nothing and commits you to nothing until an award funds.
- A contract is awarded. Federal SBIR awards fund the team named in the proposal. Your engagement begins, at an hourly rate agreed before you were ever named.
- You work remote, paid from the contract. ~40–80 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.
What you'll do
- Maintain and extend existing Oracle Forms applications against an Oracle database
- Build a web interface for managing users, roles and permissions — individual and bulk operations
- Make the interface usable by non-technical staff as well as engineers, and Section 508 accessible
- Write the documentation and training material that ships with the interface
- Join a one-hour development meeting every two weeks with Government engineers
Required qualifications
- 8+ years developing and maintaining Oracle Forms applications in production
- PL/SQL against an Oracle database
- Experience migrating or modernizing a Forms application to a web front end
- U.S. citizen or lawful permanent resident (U.S. person)
- Willing to be named on a federal proposal and to sign a short letter of commitment
Preferred qualifications
- React or a comparable modern front-end framework
- Oracle APEX
- Section 508 / WCAG accessibility work
- Prior federal or DoD software delivery
- Water resources, SCADA, or other real-time operational data systems
Compensation & structure
1099 consulting engagement. $60–$85 per hour, confirmed in writing before you are named on any proposal. This seat is scoped at roughly 550 hours across a 360-day period of performance on an active federal solicitation, fully remote. Work and pay begin only if the contract is awarded — no award, no hours, no obligation.
