Analyze research portfolios for science funders: bibliometrics, science-of-science methods and portfolio evidence that shows what a program funded and what it produced.

How this role works

You join the bench. You apply with your hourly rate, weekly hours and start time, and we may name you on proposals that match this role. If we don't win, you owe nothing.
A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
You work remote, paid from the contract. ~80–400 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.

What you'll do

Build publication, citation, patent and grant datasets from OpenAlex, Dimensions and agency records
Measure portfolio outputs, topic coverage, collaboration and research impact for funders
Design evaluation questions and indicators with program staff, and state their limits plainly
Write portfolio analyses and briefings that program leaders can act on

Required qualifications

Graduate degree in information science, science policy, economics, sociology or a related field
3+ years of bibliometric or research portfolio analysis
Hands-on analysis in Python, R or SQL with large publication or grant datasets
U.S. citizen or lawful permanent resident (U.S. person)
Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment

Preferred qualifications

Work for or with NIH, NSF, DOE or another research funder
OpenAlex, Dimensions, Web of Science, Scopus or NIH RePORTER data
Topic modeling, author disambiguation or research classification methods

Compensation & structure

1099 consulting engagement. $50–$80 per hour; you tell us the rate you are asking when you apply. Hours are funded by federal contract awards — this seat is scoped at roughly 80–400 hours per funded award, fully remote. Work and pay begin only if the contract is awarded — no award, no hours, no obligation.
