Public-Sector Procurement Lead (Utility IT Systems)

Help a public utility buy the right GIS and asset management systems, through a fair, well-documented public procurement that holds up from the first requirement to the signed contract.

About Precision Federal

Precision Federal is a small business building AI, data and software systems for government agencies. The company’s founder loves God, and the company is built on Christian faith: every number we publish is real, every claim we make is verifiable, and the work is done with excellence as service to God. Faith is welcome here and openly shared.

How this role works

  1. You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
  2. A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
  3. You work remote, paid from the contract. ~120–600 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.

What you'll do

  • Lead the procurement plan, schedule and approach for utility GIS and asset management systems from needs assessment through award
  • Shape requirements, evaluation criteria and scoring so they reflect how utility crews and planners actually work
  • Run or advise on the solicitation, vendor questions, evaluations, demonstrations, negotiations and contract terms
  • Keep the record clean and defensible under public procurement rules, and tell us early where a step could invite a protest

Required qualifications

  • Has led procurement for a public-sector organization, such as a city, county, state agency, special district or public utility
  • Has run public procurement for utility IT systems, specifically GIS and asset management
  • Working knowledge of competitive public procurement methods, including RFPs, best-value evaluation, cooperative purchasing and contract negotiation
  • U.S. citizen or lawful permanent resident (U.S. person)
  • Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment

Preferred qualifications

  • Experience with water, wastewater, electric or gas utilities
  • Familiarity with Esri ArcGIS, the Utility Network, and asset management or work order platforms such as Maximo, Cityworks, Infor EAM or Lucity
  • Procurement certification such as CPPO, CPPB, CPPM or NIGP-CPP

Compensation & structure

1099 consulting engagement. $70–$140 per hour; we set your rate from your résumé and experience. Hours are funded by federal contract awards — this seat is scoped at roughly 120–600 hours per funded award, fully remote. Work and pay begin only if the contract is awarded — no award, no hours, no obligation.

Join the bench — Public-Sector Procurement Lead (Utility IT Systems)

Every application is read. It takes about 5 minutes.

  • This is a bench, not a job offer. Work starts when we win a contract that needs you.
  • We may name you on proposals. If that contract is awarded, you do the role at the rate and hours we agree on.
  • Paid hourly as a 1099 contractor; full-time roles may be W-2. If your background fits, we will email you.
