Moodle LMS Administrator & PHP Developer

Run and extend Moodle for government training programs, from site administration and upgrades to custom PHP plugins, and lead the implementation from setup to launch.

About Precision Federal

Precision Federal is a small business building AI, data and software systems for government agencies. The company’s founder loves God, and the company is built on Christian faith: every number we publish is real, every claim we make is verifiable, and the work is done with excellence as service to God. Faith is welcome here and openly shared.

How this role works

  1. You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
  2. A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
  3. You work remote, paid from the contract. ~200–1,000 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.

What you'll do

  • Administer Moodle sites: configuration, roles and permissions, enrollment, course and category structure, and user management
  • Build and maintain custom Moodle plugins, themes and integrations in PHP using the Moodle APIs and coding standards
  • Lead an LMS implementation from requirements and setup through data migration, testing and go-live
  • Plan and run upgrades, backups, performance tuning and security patching without disrupting learners
  • Tell us early where a training requirement fits Moodle cleanly and where it will need custom work

Required qualifications

  • Hands-on experience administering a production Moodle site, including upgrades and plugin management
  • PHP development experience on Moodle, such as plugins, themes, web services or core customization
  • Experience leading or serving as technical lead on a Moodle or comparable LMS implementation
  • Availability for full-time work if an award requires it
  • U.S. citizen or lawful permanent resident (U.S. person)
  • Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment

Preferred qualifications

  • Experience with Moodle Workplace, IOMAD or Totara
  • SCORM, xAPI, LTI and SSO integrations such as SAML, LDAP or OAuth
  • MySQL, MariaDB or PostgreSQL administration and Linux server experience
  • Prior LMS work for federal, state, military or other public-sector training programs

Compensation & structure

1099 consulting engagement. $30–$70 per hour; we set your rate from your résumé and experience. Hours are funded by federal contract awards — this seat is scoped at roughly 200–1,000 hours per funded award, fully remote. Work and pay begin only if the contract is awarded — no award, no hours, no obligation.

Join the bench — Moodle LMS Administrator & PHP Developer

Every application is read. It takes about 5 minutes.

  • This is a bench, not a job offer. Work starts when we win a contract that needs you.
  • We may name you on proposals. If that contract is awarded, you do the role at the rate and hours we agree on.
  • Paid hourly as a 1099 contractor; full-time roles may be W-2. If your background fits, we will email you.
