How this role works
- You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
- A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
- You work remote, paid from the contract. ~120–600 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.
What you'll do
- Research and summarize Medicaid policy questions for our state program work, with citations to the waiver, rule or guidance behind each answer
- Review level of care and level of need criteria, assessment tools and budget tier structures for I/DD HCBS waivers
- Run peer-state reviews that compare how other states design, fund and administer similar waivers, and explain what carries over and what does not
- Check our analysis and recommendations against CMS requirements and waiver realities before they reach the client
Required qualifications
- At least 5 years of Medicaid policy or program experience with a bachelor's degree, or at least 3 years with a master's degree
- Hands-on work with I/DD HCBS waiver policy, including level of care and level of need determinations and individual budget tiers or resource allocation
- Experience conducting peer-state or cross-state Medicaid policy reviews
- U.S. citizen or lawful permanent resident (U.S. person)
- Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment
Preferred qualifications
- Experience at a state Medicaid agency, state developmental disabilities agency, or a consultancy serving them
- Familiarity with 1915(c), 1915(i) or 1115 authorities, waiver applications, amendments and renewals
- Knowledge of standardized assessment tools such as the SIS, ICAP or a state-specific instrument
- Master's degree in public policy, public health, social work, or a related field
