How this role works

1. You are named in the proposal. Precision Federal names the people who will do the work, so the résumé you send is what the Government reads. Being named costs you nothing and commits you to nothing until the contract is awarded.
2. The contract is awarded. Start is at contract award, expected around December 2026. Your engagement begins at the rate agreed in writing before you were ever named.
3. You work remote, paid from the contract. About 40 hours a month, 1099, invoiced monthly, with occasional sessions in Washington, DC. If the award does not fund, you owe nothing and lose nothing.

What you'll do

• Serve as alternate project director alongside the project director.
• Lead the discovery review of the Library's assessment and measurement landscape: gaps, data silos, data stewards, and current tools.
• Design and run the researcher-facing research, onsite and online.
• Oversee analysis of what the research produces.
• Co-write the final report and the implementation plan that takes the Library into FY2028 with one standardized measurement process.

Required qualifications

• At least three years of demonstrated experience developing and leading survey activity in support of research libraries and cultural institutions, including overseeing evaluation, design, data collection, statistical analysis and reporting.
• Developed and led survey activity yourself, rather than participating in surveys someone else ran.
• Assessment strategy, instrument design, data collection across service points, analysis, and reporting that a program office and its leadership can act on.
• Able to join occasional sessions in Washington, DC.
• Willing to be named as key personnel on a federal proposal with a resume attached, and to sign a short letter of commitment

Preferred qualifications

• LibQUAL+, Ithaka S+R, ARL or ACRL assessment work
• Reading-room, special-collections or archival user studies
• Paperwork Reduction Act experience on federally sponsored information collections
• Presenting assessment findings to institutional leadership

Compensation & structure

$100 per hour as an independent contractor, or an equivalent salary as an employee, agreed in writing before you are ever named in the proposal. Part time, about 40 hours a month, 1099, invoiced monthly, remote in the United States with occasional sessions in Washington, DC. Start is at contract award, expected around December 2026. Until the award funds: no work, no obligation.
