Lead Delft-FEWS & CHPS Operational Forecasting Engineer

Lead the build of a full CHPS operator-client river forecasting system, from server setup and configuration import to a live pilot and forecaster training. You are named on our proposal, and work starts only if we win.

How this role works

You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
You work remote, paid from the contract. ~720–1,440 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.

What you'll do

Stand up a complete CHPS operator-client system: master controller, forecasting shell servers, Config Manager and operator clients
Import an existing River Forecast Center configuration and get it running the same way it runs at the source office
Run a live pilot and check the forecast output against the source office's results, run by run
Train forecasters hands-on so they can run and maintain the system themselves
Tell us early where a new FEWS or CHPS release, a configuration choice or an access limit will cause trouble in operations

Required qualifications

Five or more years developing, configuring or supporting an operational hydrologic forecasting system
Hands-on Delft-FEWS and CHPS configuration in a live forecast office, such as an NWS River Forecast Center, a utility or a water agency
Took part in pre-release or beta testing of Delft-FEWS, CHPS or a comparable forecasting system before it went operational
Three references from the last five years who can speak to that work
U.S. citizen or lawful permanent resident (U.S. person)
Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment

Preferred qualifications

Former RFC development and operations hydrologist, CHPS focal point or FEWS integrator
Experience training forecasters or operational staff on FEWS or CHPS
Hands-on work with the NWS models run in CHPS, such as SAC-SMA, SNOW-17, unit hydrograph and routing
Experience forecasting Western U.S. river basins shaped by snowmelt and reservoir operations

Compensation & structure

1099 consulting engagement. $30–$75 per hour; we set your rate from your résumé and experience. Hours are funded by federal contract awards — this seat is scoped at roughly 720–1,440 hours per funded award, fully remote. Work and pay begin only if the contract is awarded — no award, no hours, no obligation.
