About Precision Federal
Precision Federal is a small business building AI, data and software systems for government agencies. Faith is welcome here and openly shared.
How this role works
- You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
- A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
- You work remote, paid from the contract. ~160–800 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.
What you'll do
- Lead the change management plan: stakeholder mapping, impact assessments, readiness checks, communications and training sequencing
- Work with union leadership and stewards early, so changes to work rules, roles or technology are discussed, bargained where needed, and understood before go-live
- Tell us where a rollout plan will run into a contract provision, a past practice, a shift pattern or a field reality we missed
- Coach supervisors and managers on carrying the change to their teams, and track adoption and resistance honestly after launch
- Review our deliverables so what we promise the client about workforce impact and adoption is accurate and achievable
Required qualifications
- Has led organizational change management on a significant system, process or reorganization effort, not only supported it
- Direct labor relations experience with a unionized workforce, such as contract administration, impact and effects bargaining, grievance handling or joint labor-management committees
- Experience in or with a public utility (water, wastewater, electric, gas or transit) or a comparable public-sector operating agency
- U.S. citizen or lawful permanent resident (U.S. person)
- Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment
Preferred qualifications
- Based in New England or able to travel there for in-person sessions with leadership, union representatives and field staff
- Prosci, ACMP (CCMP) or comparable change management certification
- Public-sector collective bargaining under a state labor relations framework
- Experience with utility technology rollouts such as work and asset management, customer information systems, AMI or mobile field workforce tools
