How this role works
- You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
- A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
- You work remote, paid from the contract. ~80–400 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.
What you'll do
- Lead the impact fee and nexus study from growth projections and capital plans through the final fee schedule
- Build and check the nexus analysis for each fee category: need, benefit, proportionality and the level-of-service standard behind it
- Confirm the study meets the Mitigation Fee Act and AB 602 requirements before it reaches staff or council
- Explain the method plainly to agency staff, stakeholders and elected officials, and help answer hard questions from the development community
- Tell our analysts and engineers where an assumption, cost estimate or allocation will not hold up
Required qualifications
- Lead or project manager role on at least one California development impact fee or nexus study that went to adoption
- Working knowledge of the Mitigation Fee Act (Gov. Code 66000 et seq.), AB 602 and the reasonable relationship findings a fee must support
- U.S. citizen or lawful permanent resident (U.S. person)
- Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment
Preferred qualifications
- Fee programs covering transportation, parks, public safety, water, sewer, storm drain or general government facilities
- Quimby Act parkland fees, Proposition 26 or Proposition 218 work, or capital improvement program development
- Public finance, planning or municipal consulting background, including presentations to city councils or boards of supervisors
Compensation & structure
