How this role works
- You join the bench. You apply with your weekly hours and start time. We set your hourly rate from your résumé, and we may name you on proposals that match this role. If we don't win, you owe nothing.
- A contract is awarded. The award funds the team named in the proposal. Your engagement begins at the hourly rate we agreed on.
- You work remote, paid from the contract. ~100–300 hrs per funded award — and if no award ever funds, you owe nothing and lose nothing.
What you'll do
- Review tower, antenna and small-cell applications against local wireless ordinances and FCC rules
- Check structural packages to ANSI/TIA-222 and RF-exposure reports to FCC OET Bulletin 65
- Test coverage-gap claims against the drive-test and propagation data behind them
- Sign plain-language findings recommending approval, changes or denial, and present them at Planning & Zoning or Council hearings when needed
Required qualifications
- Professional Engineer registration in Arizona, in electrical, telecommunications or structural engineering
- Experience reviewing wireless facility applications for cities or counties, ideally three reviews you can point to
- Working knowledge of RF propagation and coverage software, tower structural standards and FCC wireless siting rules
- Complete independence from wireless carriers, tower developers and installation contractors, and willingness to sign a statement saying so
- U.S. citizen or lawful permanent resident (U.S. person)
- Willing to be named on a federal proposal with a one-page resume, and to sign a short letter of commitment
Preferred qualifications
- Experience applying municipal zoning and land-use code to wireless siting decisions
- Familiarity with FCC shot-clock rules, Section 6409(a) eligible facilities requests and small-cell orders
- Prior testimony at a public hearing, planning commission or council meeting
- Arizona municipal experience
